Al Raffa is old Bur Dubai: narrow streets of shops, small hotels and apartment blocks between Al Mankhool and Al Souk Al Kabeer, with Al Mina Road along its western side. Parking is tight and people often leave the car for longer than planned while they shop, eat or check in. The dead batteries we see here are frequently self-inflicted.
